    MADRID.- El presidente de la Asociación de Internautas, Víctor Domingo, se refirió a la decisión del pleno del Parlamento Europeo de proponer una norma de protección de los datos personales en Internet.

    Domingo aseguró que se trata de un triunfo de la sociedad civil y resaltó la fuerza que tienen los internautas para luchar por sus derechos, por lo que quiso dar las gracias a las comunidades de internautas.

    El presidente de la asociación e internautas señaló que "lo importante y la satisfacción fundamental es que la sociedad civil ha impuesto un debate que se quería secuestrar de la Eurocámara".

    "Por lo menos, el debate que se ha producido ha sido una llamada de atención, saliera lo que saliera", comentó.

    La idea de cloud computing (informática en nube) –inspirada en una arquitectura cuyo estado natural consiste en una pila de recursos fuera de la empresa, proporcionados por un proveedor externo, y soportados y compartidos a través de Internet- ha ido ganando ímpetu en los últimos meses. Sus promesas de reducción de costes y de mejora de la flexibilidad TI han conseguido despertar el interés de las empresas, aparte del de muchos consumidores. Pero el uso de modelos cloud computing también conlleva algunos riesgos, entre los que se incluyen peligros relacionados con la conformidad, la disponibilidad y la integridad de los datos corporativos.

    Según los expertos, muchas compañías no reflexionan sobre estos riesgos con la suficiente seriedad. Por ejemplo, el tener en funcionamiento la tecnología apropiada de recuperación ante fallos constituye un componente importante para securizar lo que ha venido a denominarse la "cloud" (nube), un elemento que, no obstante, a menudo las empresas pasan por alto, según Josh Greenbaum, director de Enterprise Applications Consulting. Lo más paradójico es que la mayoría de esas mismas compañías se aseguran de contar con sistemas de recuperación ante fallos de servicios bien consolidados y probados, como la alimentación eléctrica. "Si cualquiera se acerca a las instalaciones de una gran organización, seguro que podrá ver en el exterior alguna construcción que albergue un sistema de potencia alternativo por si fallara el principal. Ninguna depende únicamente de la red pública", explica Greenbaum, quien subraya que la situación en el caso de los servicios cloud computing no debería ser diferente.

    En algunos casos, el riesgo de fallo resulta demasiado alto para depender de la cloud. Por tanto, si toman la decisión de colocar algunos servicios y aplicaciones sobre ella, antes de hacerlo, las empresas deberían preguntarse cuál sería la forma adecuada de gestionar los riesgos.

    David Cearley, vicepresidente y analista de Gartner, cree que el establecimiento de límites al uso de tecnologías cloud resulta esencial y que, en consecuencia, las empresas deberían analizar con la máxima atención, midiendo siempre los riesgos frente a las eficiencias que la cloud computing pueda aportar en cada momento y lugar de aplicación. Quizá cediendo algún control sobre sus datos, las organizaciones pueden conseguir mejores economías de costes. Pero que este beneficio consigan compensar los riesgos dependerá de cada caso, y para averiguar si así es habrán de tenerse en cuenta tanto los ahorros y las eficiencias que se lograrán, como el nivel de sensibilidad de los datos afectados. Y, en cualquier caso, la decisión sobre si el riesgo merece la pena habrá de ser tomada conjuntamente por los responsables TI y ejecutivos. Según Cearley, cualquier recurso o servicio TI terminará con el tiempo estando disponible como un servicio sobre la cloud, pero en cada negocio particular habrá algunos que no convenga colocar en ella.

    Existen diferentes motivos que hacen desaconsejable consumir determinados servicios TI de la cloud. Entre ellos, la incertidumbre respecto de la ubicación concreta de los datos. "En una pila compartida fuera de la empresa, ésta no tendrá ningún conocimiento o control sobre el lugar en que corre cada recurso. Por tanto, si existe alguna preocupación acerca de la localización de los datos, por ejemplo, tal preocupación podría representar un motivo para no utilizar la cloud en las aplicaciones y servicios relacionados con tal información", explica Cearley.

    Muchos piensan que el mayor peligro que se enfrenta en las carreteras es conducir bajo la influencia del alcohol o drogas.

    Pero no es así. El mayor riesgo es enviar mensajes de texto por celular (SMS) cuando se está al volante.

    Una nueva investigación llevada a cabo por la organización automovilística británica Fundación RAC, encontró que los SMS disminuyen en 35% el tiempo promedio de reacción del conductor.

    Estudios previos también llevados a cabo por la RAC, han demostrado que las reacciones de los conductores son 21% más lentas entre los que consumen marihuana y manejan, y 12% más lentas entre los que han bebido alcohol hasta el límite permitido legalmente.

    La nueva investigación fue llevada a cabo en un simulador con jóvenes de entre 17 a 24 años.

    Peor que el alcohol

    Según la RAC, se calcula que 50% de los conductores de entre 18 y 24 años envían textos mientras conducen.

    Y el resultado no sólo es la disminución en la capacidad de reacción del conductor, sino éstos también suelen cruzar más los carriles y tienen un pobre control del volante.

     Esta investigación claramente demuestra que un conductor que envía un texto se está poniendo en un riesgo mucho más grande que si hubiera consumido alcohol hasta el límite permitido legalmente

    En general, dice el informe llevado a cabo en el Laboratorio de Investigación de Transporte de la RAC, el desempeño de los conductores que envían SMS es peor que quienes conducen bajo la influencia de drogas o alcohol.

    Según la RAC el control del volante entre conductores que envían SMS fue 91% más mala que aquéllos que habían fumado marihuana, que mostraron una disminución de 35% en su desempeño.

    "Ningún conductor responsable se pondría a manejar cuando ha bebido alcohol", afirma Stephen Glaister, director de la Fundación RAC:

    "Pero necesitamos asegurarnos de que los aficionados a los mensajes de texto entienden que esta actividad es una de las cosas más peligrosas que podemos hacer mientras estamos a cargo de un auto", agrega.

    En el Reino Unido, así como en algunos otros países, se ha prohibido el uso del teléfono móvil -ya sea para hablar o enviar mensajes- mientras se conduce.

    Aunque es ilegal, 48% de los conductores de entre 18 y 24 años en este país admitieron -en una encuesta llevada a cabo por la RAC- que enviaban mensajes SMS mientras conducía.

    La encuesta fue llevada a cabo por el Laboratorio entre 3.000 conductores.

    Y a pesar del alto número que admite enviar mensajes, el año pasado sólo 144.000 personas fueron procesadas el año pasado.

    Reacción y control

    La mayoría de los encuestados piensa que el mayor riesgo es beber alcohol.
    Se sabe que al enviar un texto, el conductor se distrae al quitar la mano del volante para sostener y usar el teléfono y al tratar de leer el pequeño texto en la pantalla del celular.

    O también se distrae al tratar de responder o pensar cómo debe escribir su mensaje de texto.

    La combinación de estos factores, afirman los expertos, resultan en una reducción en el tiempo de reacción del conductor y del control del vehículo.

    Tal como señala el profesor Glaister, "casi todos los participantes en este estudio respondieron que en su opinión, conducir bajo la influencia del alcohol era el mayor riesgo en una carretera".

    "Sin embargo, esta investigación claramente demuestra que un conductor que envía un texto se está poniendo en un riesgo mucho más grande que si hubiera consumido alcohol hasta el límite permitido legalmente", agrega.

    En agosto pasado fue puesta en vigor en Gran Bretaña un nuevo delito por "causar la muerte por conducir con negligencia".

    Los conductores que causen la muerte de una persona por perder la concentración a causa de distracciones que se pueden evitar -como leer un mensaje de texto, ver un mapa, comer o maquillarse- pueden ser sentenciados a hasta cinco años en prisión.

    Sin embargo, en muchos otros países ésta sigue siendo una actividad permitida legalmente.

    Uno de los conceptos claves relacionados con la Web 2.0 es el Cloud Computing. Las aplicaciones y datos ya no están en nuestro ordenador personal, están en la red. Este nuevo concepto entiende que nosotros nos podemos conectar a nuestras aplicaciones con una simple conexión a Internet a través de un navegador. Cada vez más este concepto está ganando peso y se están presentado aplicaciones que permiten sacar ventaja de esta nueva forma de trabajar.


    El Cloud Computing es una evolución del concepto de la informática para convertirla en algo como la electricidad, que sabemos que simplemente con enchufar algo funciona. Se quiere trasladar ese mismo sistema a la informática, con enchufarnos a algo (en este caso Internet) tendremos una serie de servicios, incluyendo nuestros propios datos, que antes sólo estaban en nuestro propio ordenador personal.

    Nicholas Carr en su libro The Big Switch, describe como este concepto de Cloud Computing está cambiando la informática y convirtiéndola en una commodity, que es como se describe en inglés los servicios que siempre están disponibles y que se paga por su consumo, sin necesidad de montar por nuestra cuenta la infraestructura necesaria para fabricarlos. Según Nicholas Carr los departamentos de informática de las empresas tienen un futuro incierto, puesto que el Cloud Computing nos ofrecerá estos servicios como hoy lo ofrecen terceras empresas en sectores como la electricidad o el agua.
